Many Professional Engineers were promoted years ago but have still not applied to become Senior Professional Engineers. The reasons heard most often are "I don't know if my portfolio is enough" and "I'm not sure what the interview will ask". This article brings together the qualifications, documents, steps and preparation approach based on COE requirements, so anyone thinking of applying can see the whole path before starting. If you are not yet sure how a Senior Professional Engineer differs from a Professional Engineer, read What is a Senior Professional Engineer and how does it differ from a Professional Engineer?

What qualifications do you need to apply for promotion to Senior Professional Engineer?

Under the COE Regulation on Licensing of Controlled Engineering Practitioners at the Professional Engineer and Senior Professional Engineer Levels B.E. 2565 (2022) and the COE's published procedure information, applicants must meet 3 main qualifications:

1. Hold a Professional Engineer license for at least 5 years, counted from the date the Professional Engineer license in that branch was issued — not from graduation or the start of employment. 2. Hold continuing professional development (CPD) units in the number the COE sets for the year of application. The COE began enforcing CPD units for promotion on 1 July 2023 and raises the minimum in steps over the years, so check the current figure in the COE announcement before applying. 3. Be a COE member with a valid license that is not currently suspended.

For comparison with the previous step, promotion from Associate Engineer to Professional Engineer requires at least 3 years of experience at the Associate level. The fastest path from new graduate to Senior Professional Engineer is therefore about 8 years or more. In practice most people take longer, because they need to build up a portfolio with enough weight.

What documents must be submitted?

The Senior Professional Engineer application has 5 main documents, each playing a different role in the review:

Documents supporting a Senior Professional Engineer license application
DocumentWhat it is used to assessPoints to watch
1. Photograph and signatureIdentity information for issuing the licenseThe signature must match the one used to sign actual work
2. Engineering professional practice history formContinuous career path after becoming a Professional EngineerState periods, positions and responsibilities so they can be traced and verified
3. List of works and work volumeVolume and variety of work under your responsibilityState the size, value and your own role in each project honestly
4. Outstanding project reportAbility to make high-level engineering decisionsThe core of the review and the basis of the interview questions
5. Statement of professional competence formThe applicant's self-assessment of their areas of competenceMust be consistent with the submitted works — do not claim more than you actually did

The work volume the COE assesses for the civil engineering branch is a combined list of the work you were responsible for, not just a count of projects. Applicants should therefore keep evidence for each job from the start, such as signed drawings, calculation sheets and certification letters from clients, because the subcommittee may ask to see them.

What should an outstanding project for Senior Professional Engineer look like?

An outstanding project at Senior Professional Engineer level differs from one at Professional Engineer level in that it must show "diagnosis and decision-making", not just "following procedures correctly". The subcommittee wants to see how, when facing a problem with no ready-made answer, the applicant applied engineering principles to find a solution and took responsibility for the outcome of that decision.

Types of work that make good outstanding projects in civil and geotechnical engineering include solving foundation problems when soil investigation results differ from expectations, making decisions when pile test results fail the criteria, designing earth retaining systems for deep excavations with a monitoring plan, or assessing and strengthening existing structures. See examples of how real work of this kind can be written up in Case study: temporary earth retaining system for deep excavation and Pile failed the seismic test — what to do.

A report structure that is easy to read and meets the committee's needs is: project background and constraints → the engineering problem requiring a decision → the options considered, with reasons for choosing or rejecting each → the analysis method and standards referenced → actual results and lessons learned, clearly stating your own role at each stage. For team projects, make clear which parts were your own decisions.

What are the steps and how long does the review take?

There are 5 main steps: the application and documents are submitted through the COE system and staff check them for completeness; the subcommittee then reviews the portfolio; once the portfolio passes, an interview is scheduled; the result is then proposed to the committee for approval, and the license is issued as the final step. According to the COE's procedure information, the total time is about 3 months.

The 5 steps and timeline for promotion to Senior Professional Engineer, about 3 months in total, with qualifications, documents and fees The top band shows the three applicant qualifications: holding a Professional Engineer license for at least five years from the date it was issued, CPD units as announced by the COE for the year of application, and a valid license that is not suspended. The fastest path from new graduate to Senior Professional Engineer is about eight years or more. The middle is a timeline drawn to a day scale. Before applying comes preparation of the outstanding project report, which takes the most time and is not counted in the timeframe. Step one, application and document check, about one day. Step two, portfolio review, about twenty days. Step three, interview, about twenty days. Step four, approval, about fifty days. Step five, license issue, about five days. The total is about three months if the documents are complete and the applicant passes the first time. If the interview is not passed, the COE may require additional work such as specialized training or a technical report before reconsideration. Actual timing depends on the subcommittee's meeting schedule. Bottom right are the announced fees: knowledge assessment THB 1,500 and license fee THB 5,000, which may be revised by announcement; the license is valid for five years and must be renewed before it expires. The announced fees consist of the knowledge assessment fee and the license fee. The COE procedure information published through the Government Contact Center states a knowledge assessment fee of THB 1,500 and a license fee of THB 5,000. These figures may be revised by announcement, so check with the COE before paying.

What does the Senior Professional Engineer interview ask, and how should you prepare?

The interview is a discussion with a subcommittee of Senior Professional Engineers in the same branch. Most questions build on the outstanding project report and the list of works submitted. Topics commonly asked about include the reasoning behind the engineering decisions in your work, other possible options and why they were not chosen, the standards and laws relevant to that work, public safety, and the code of ethics of the engineering profession.

An effective way to prepare is to review your own work until you can explain every number, from the soil parameters used and the factors of safety to the reasons for choosing the test method. Review the laws relevant to your work, such as the Ministerial Regulation on foundations B.E. 2566 (2023) and the legal requirements for pile testing, and practice presenting your work concisely, focusing on the decisions rather than describing procedures.

For those who do not pass the interview the first time, the COE may require additional work based on the assessment, such as specialized training or preparing a technical report, before reconsideration — so it is not a permanently closed door.

What comes next after becoming a Senior Professional Engineer?

Licenses at every level are valid for 5 years and must be renewed before they expire. A Senior Professional Engineer who signs any work is responsible for it under the Engineer Act B.E. 2542 (1999) and the COE code of ethics, just as at every other level. What changes is a broader scope of work, especially diagnostic consulting and inspection/certification, which clients often specify must be signed by a Senior Professional Engineer.
